Method: weights follow the publicly observable enforcement pattern of 2024–2026 — architecture and pacing dominate, volume matters less than everyone thinks, and acceptance rate is the leading indicator. This is a heuristic, not a verdict; the only number we treat as ground truth is the measured ban rate we publish.
